Frequently asked questions about LGBTQ+ travel in Kazakistan
Same-sex relations are legal in Kazakistan, but social attitudes vary and public displays of affection can attract negative attention. Major cities and international tourist areas are usually more welcoming than smaller towns and rural areas.
No — same-sex marriage is not currently recognised in Kazakistan. Kazakhstan decriminalised sex between men in 1998 and has been narrowing the space ever since. The Marriage and Family Code bars same-sex marriage, a 2024 law banned adoption by same-sex couples and by single LGBTQ people, and a constitutional ban on same-sex marriage took effect in 2026. On 30 December 2025 President Tokayev signed a law against 'propaganda of non-traditional sexual orientation' in public spaces and media, punishable by fines and up to ten days' administrative arrest, after an earlier version was struck down in 2015 for vagueness. There is no anti-discrimination protection. Legal gender change has been possible since 2003 but requires a psychiatric diagnosis, surgery and sterilisation, a minimum age of 21, and in practice only the Almaty commission functions. Police are reported to be hostile to complaints and attacks go unreported; nearly 90 percent of Kazakhs oppose same-sex marriage. Almaty has a small, discreet scene with a couple of clubs that survive by not advertising; Astana has less. Visitors are not targeted but should keep apps and affection private.
