The 2018 gender self-determination law allows legal gender change from age 16 by declaration, with no diagnosis or surgery. Conversion therapy has been a crime since 1 March 2024. Hate crimes on grounds of sexual orientation and gender identity carry enhanced penalties, and gay and bisexual men donate blood without deferral. Public support for same-sex marriage is around three-quarters. The pressure point in 2026 is parliament: in March it gave preliminary approval to three bills from Chega and the CDS that would roll back trans rights, and the UN human rights office asked for them to be withdrawn in August; none had become law as of November 2026. Lisbon's Príncipe Real and Bairro Alto, Porto's Baixa and the Algarve beaches draw large numbers of LGBTQ travellers, Lisbon Pride and Porto Pride run every June, and the country is among the most comfortable in Europe for visitors.
