This is the Oxford office of Terrence Higgins Trust, the UK's largest HIV and sexual-health charity. It has offered HIV information and support, free testing and condoms, and historically hosted WayOut, a group for LGBTQ+ young people under 25 in Oxfordshire. It is a support service, not a social venue.
The only opening time on file is Tuesday 16:30 to 19:00, and THT has reorganised many regional services, so check tht.org.uk or phone before going. Free HIV and STI testing in Oxford is also available through NHS sexual-health clinics, and THT can post free self-test kits.
