⚖️ Russia decriminalised same-sex relations in 1993 and has spent the years since 2013 criminalising their expression. The 2013 'propaganda' law banned positive portrayal of same-sex relationships to minors; it was extended to all ages and all media in December 2022. A 2020 constitutional amendment bans same-sex marriage. In July 2023 legal gender change and gender-affirming care were prohibited outright. On 30 November 2023 the Supreme Court declared the 'international LGBT movement' an extremist organisation, and since 2024 that designation has been used to raid clubs, prosecute bar owners, fine people for rainbow flags and earrings, and in 2026 to outlaw nine organisations including the Russian LGBT Network; at least one detainee died in custody. Foreigners can be detained for up to fifteen days and deported under the propaganda law. Adoption by same-sex couples has never been allowed and in 2024 was closed to citizens of countries that permit gender transition. Chechnya's 2017 purge of gay men, with torture and killings, was confirmed by the OSCE. Moscow and St Petersburg still have a hidden scene reached through private channels, but there is no Pride, no open venue and no safe app use. Russia is a hostile destination for LGBTQ travellers and far more dangerous for the Russians they meet.
