Same-sex partnerships received legal recognition in 2014 through the Life Partnership Act (Zakon o životnom partnerstvu), which grants same-sex couples a civil union equivalent with rights in inheritance, healthcare decision-making, and property — but not the full legal parity of marriage, and not the right to joint adoption. The 2014 law was the result of several years of campaigning by Croatian LGBTQ+ organisations following a 2013 referendum in which Croatian voters approved a constitutional amendment defining marriage as a union between a man and a woman — an amendment pushed through by the Catholic Church and conservative civic organisations. Full same-sex marriage therefore remains legally blocked at the constitutional level as of 2026. Adoption rights for same-sex couples are limited: foster care arrangements have become possible following court decisions, but full joint adoption is not available. Anti-discrimination law covers employment and workplace discrimination on grounds of sexual orientation, and hate crime legislation has been extended to include sexual orientation and gender identity. The social environment varies sharply by geography: Zagreb and the Dalmatian coastal cities (Split, Dubrovnik) are significantly more open than the rural interior, and the Adriatic tourist economy has created a degree of gay-friendly hospitality culture in the resort areas. Zagreb Pride, established in 2002, was the first Pride march in the post-Yugoslav states and has been held annually ever since despite occasional violent incidents in its early years. Split Pride has a more contested history, with significant opposition from nationalist and Catholic groups in some years. Score: 52/100.
