Sannomiya Sanchika / Transportation Center

The Sanchika (さんちか) underground shopping arcade and the adjoining Kobe Transportation Center area beneath Sannomiya Station have long been noted in Japanese gay directories as a discreet daytime and evening meeting point for men. As a busy public transit space it is neither private nor officially sanctioned, so any activity is extremely low-key. Japan is broadly safe for LGBTQ+ visitors, but this is a public area with periodic security presence — exercise discretion, respect other users of the space, and note that overt behaviour is not tolerated. Most local men rely on the nearby Sannomiya bars or apps rather than public spots.
