No civil union or marriage recognition — the government has proposed civil partnerships but not enacted them as of 2026. Kyiv had a growing LGBTQ+ scene with an annual Pride that grew from 100 participants (2013) to 8,000+ (2021). Since Russia's full-scale invasion in February 2022, the LGBTQ+ community has been significantly impacted — many activists have fled, venues have closed or operate intermittently, and same-sex couples serving in the military cannot officially register their partnerships. Despite the wartime context, Ukrainian civil society including LGBTQ+ organizations remains active.
