Sarah Constant Beach Park

Sarah Constant Beach Park, on West Ocean View Avenue along the Chesapeake Bay, is Norfolk's best-documented gay cruising spot. Discreet activity is reported after dark and along the quieter stretches of the beach and parking areas, with a mixed crowd. This is a public park, so activity is informal and not officially sanctioned: be discreet, respect other park users, and note that the area is patrolled periodically. Virginia's Values Act (2020) protects LGBTQ+ people from discrimination, but public-indecency laws still apply.
