Same-sex marriage has been legal since 5 June 2010, making Portugal the 5th country in the world to achieve full marriage equality, following the Netherlands (2001), Belgium (2003), Canada (2005), and Spain (2005). Full joint adoption rights for same-sex couples were granted in 2016, completing the legal equivalence of same-sex and opposite-sex families. Legal gender recognition without surgery or medical requirements became available in 2018. Trans rights are among the strongest in Europe: self-identification for legal gender change has been possible since 2018, including for minors aged 16 and over with parental consent. Conversion therapy was banned in 2022 under Law 38/2018. Anti-discrimination protections covering employment, goods and services, and housing have been in place since 1999 and have been progressively strengthened. Non-binary legal recognition remains under discussion. Score: 90/100.
