  1. 1977Montenegro decriminalized same-sex activity in 1977 and set an equal age of consent, decades ahead of many neighbors. ↗
  2. 2010Parliament passed a broad anti-discrimination law covering sexual orientation and gender identity in employment, education and services. ↗
  3. 2013The country's first Pride marches took place in Budva and Podgorica, the latter met by violent counter-protesters. ↗
  4. 2014Criminal Code amendments took effect adding sexual orientation and gender identity to hate crime and hate speech provisions. ↗
  5. 2020Parliament approved a life partnership law, making Montenegro the first Balkan state outside the EU to recognize same-sex couples. ↗
