Attitudes lag the law badly, with polling around 2020 finding 71 percent of Montenegrins viewing homosexuality as an illness. There is no gay bar in Podgorica, though the NGO scene is active. On the coast, Budva, Kotor and Tivat are used to foreign couples and the summer tourism economy is pragmatic.
