In 2020, Montenegro became the first country in the Western Balkans to legally recognize same-sex unions through a civil partnership law, granting limited rights including hospital visitation and inheritance. Same-sex marriage remains unavailable. Anti-discrimination protections covering sexual orientation exist in employment and services. Montenegro is an EU candidate country and has made LGBTQ+ rights a component of its accession negotiations under Chapter 23. Podgorica has held Pride marches since 2013; early editions faced significant violence from counter-protesters, but police protection has improved over the years. Public attitudes remain conservative, particularly outside the capital, though the legal trajectory is positive.
