الجبل الأسود has legal protections for same-sex couples and is generally welcoming to LGBTQ+ travelers. Major cities and tourist destinations are the most established; see each city page for the current scene and venue reviews.
Same-sex partnerships are recognised in الجبل الأسود, though full marriage may still be pending. The Legal Status panel above has the current position. Montenegro decriminalised same-sex relations in 1977 and the 2007 constitution limits marriage to a man and a woman, but the 2020 life partnership law, in force since 15 July 2021, gives same-sex couples nearly every right of marriage except adoption, the first such law in a non-EU Balkan state. Anti-discrimination law has covered sexual orientation and gender identity since 2010, and hate speech and hate crime provisions on both grounds have been in the criminal code since 2013. Legal gender change requires surgery, sterilisation and a diagnosis. Podgorica's first Pride in 2013 was attacked by hundreds of counter-protesters; it has marched peacefully since 2017 and now draws a few hundred people under police escort. Attitudes lag the law badly, with polling around 2020 finding 71 percent of Montenegrins viewing homosexuality as an illness. There is no gay bar in Podgorica, though the NGO scene is active. On the coast, Budva, Kotor and Tivat are used to foreign couples and the summer tourism economy is pragmatic.
