Arkādijas Park in Torņakalns, on the left bank of the Daugava, is reported in Baltic cruising listings as Riga's informal outdoor meeting area. It appears here for that history, not as a recommendation. Same-sex relations are legal in Latvia (civil unions since 2024), but public indecency is an offence and the social climate can be hostile; keep a low profile.
