Same-sex marriage has been legal in Iceland since June 2010, when the Althing (parliament) amended the Marriage Act to be gender-neutral by a unanimous vote — a historic moment that reflected the broad social consensus that had already developed in Icelandic society. Iceland had pioneered civil unions for same-sex couples in 1996 and registered partnerships from 2000. In 2009, Iceland made history by becoming the first country in the world to elect an openly gay head of government: Jóhanna Sigurdardóttir, a Social Democrat, served as Prime Minister from 2009 to 2013, and her election and tenure without significant controversy reflected the degree to which Icelandic society had already moved past treating sexual orientation as a political disqualifier. Full adoption rights for same-sex couples have been in place since 2006 and were incorporated into the marriage equality framework in 2010. Legal gender recognition by self-declaration — without medical or legal requirements — was introduced in 2019, following the Nordic pattern established by Denmark in 2014. Anti-discrimination law in Iceland comprehensively covers sexual orientation and gender identity in employment, education, and services. Iceland consistently places among the top five countries globally in LGBTQ+ rights indices. Score: 96/100.
