While China does not criminalise private, consensual same-sex conduct between adults, this legal stance does not equate to acceptance or protection. Same-sex marriage is not recognised, and there are no laws safeguarding LGBTQ+ individuals from discrimination in employment, housing, or services. In recent years, government oversight of LGBTQ+ content has intensified, both online and offline. Public Pride events do not occur, and discussions of LGBTQ+ issues are heavily restricted in mainstream media. Although tourists are unlikely to face legal repercussions based on their sexual orientation, the prevailing environment indicates that LGBTQ+ identities are viewed as sensitive and subject to control. Enforcement has primarily targeted online expression rather than individuals, and while prosecutions for private same-sex relationships are rare, this is more indicative of social pressure and self-censorship than genuine acceptance.

For LGBTQ+ travellers in Xi'an, discretion is key. Public displays of affection should be avoided, and digital privacy cannot be assumed. Popular international dating and social apps are accessible in China, but users should be aware that their activity may be monitored. International hotel chains are generally accommodating to same-sex couples, typically offering rooms with a single bed without issue. Smaller guesthouses and family-run accommodations may have less predictable policies, with some potentially refusing service to same-sex couples. Booking through international hotel chains or major online platforms that provide clear policies and customer recourse is advisable.

Public displays of affection between same-sex couples are likely to attract attention and may lead to stares, whispers, or negative remarks. Holding hands, kissing, or embracing in public is not recommended. While police intervention is uncommon, social discomfort or requests to move on can occur. It is best to avoid discussing sexual orientation or relationship status with strangers, including service staff, drivers, or casual acquaintances.

Xi'an does not have an openly established gay bar scene. Instead, LGBTQ+ individuals and visitors connect through private gatherings, expat networks, and online communities. Bars and lounges in some international hotels attract a mixed clientele of heterosexual and LGBTQ+ individuals and expatriates, providing a space for same-sex individuals to socialise without drawing undue attention. High-end hotel bars in the city centre tend to be cosmopolitan and tolerant. Cafes in areas with a noticeable expatriate presence may offer a more relaxed atmosphere for mixed groups of same-sex friends, though these are not designated LGBTQ+ spaces. Connections with local LGBTQ+ communities or expatriates are typically facilitated through existing social circles, online platforms, or international social networks, rather than public venues. Caution is advised when meeting strangers arranged through apps, as intentions and potential risks, including surveillance, are not always clear.

Xi'an offers significant historical and cultural attractions. The Terracotta Army museum is a notable site, and the ancient city walls provide opportunities for walking or cycling with views. The Muslim Quarter (Hui Hui Jie) is a bustling area with street food and shops. The Bell and Drum Towers are central landmarks, and the Small and Giant Wild Goose Pagodas are important Buddhist sites. The city is known for its cuisine, including biangbiang noodles and roujiamo. Night markets, particularly around the Muslim Quarter, are popular. A growing cafe culture is present, especially near universities and in the city centre. Mainstream nightlife includes KTV, bars, and clubs, which cater to diverse groups and are not hostile environments, though romantic displays should be kept private.

For accommodation, international hotel chains (such as Marriott, Hilton, Accor) are recommended for their predictable service and willingness to accommodate same-sex couples. These options are generally more expensive. Mid-range hotels booked through major platforms can also be suitable, but it is advisable to check reviews and booking policies. Small family guesthouses and unlicensed accommodations should be avoided due to unclear policies and potential service refusal. Hostels vary in their inclusivity; reading recent reviews is important, and booking a private room may offer more discretion.

Xi'an is a suitable destination for travellers who are comfortable with discretion, have experience with travel in restrictive environments, and are willing to exercise self-censorship in public. The city's historical and cultural offerings are substantial. Travellers who are openly expressive, uncomfortable with concealing their identity, or seeking established LGBTQ+ social scenes and events may wish to reconsider. Individuals with specific vulnerabilities, such as recent asylum seekers or those concerned about data security, should carefully assess travel plans. Couples should anticipate a trip focused on sightseeing and dining, with romantic aspects confined to private settings. This level of discretion is manageable for many, but may diminish the experience for others.
