Full legal equality has been in place since then: same-sex couples have identical rights to opposite-sex couples in marriage, divorce, adoption (including joint adoption and step-child adoption), and inheritance. Surrogacy is legally available. Anti-discrimination law prohibits discrimination on grounds of sexual orientation and gender identity in employment, housing, and the provision of goods and services. Conversion therapy is banned. A non-binary 'X' gender marker has been available on identity documents since 2018, and legal gender change is available without medical requirements. The Netherlands has consistently ranked among the top three countries in the world in ILGA-Europe's annual Rainbow Index. Score: 97/100.
