Since independence in 1993, there has been no legal recognition of same-sex partnerships, civil unions, or marriages. A 2015 constitutional referendum asked voters to define marriage as between a man and a woman and to reject adoption by same-sex couples; while the anti-equality side won the vote, turnout was only 21.4% � far below the required 50% threshold for a binding result � meaning the referendum had no legal effect. Nonetheless, the political debate framed by that referendum cast a shadow over LGBTQ+ rights advocacy for years. Slovakia is an EU member state (since 2004) and subject to EU anti-discrimination directives, which provide employment and service protections. Despite EU membership, Slovakia trails most Central European EU members on LGBTQ+ legal rights, and successive socially conservative governments have resisted partnership legislation. Bratislava has a functioning gay scene and has held Pride since 2010, with the event growing steadily.
