Quebec City doesn't have much of a gay sauna scene. It's a small city, so demand for dedicated saunas is lower than in Montreal, and you see that in the infrastructure. If you're expecting something like Montreal's sauna circuit, you'll need to adjust.
What's there
Quebec City has had one or two gay saunas open at different times. But there aren't many, and they've opened and closed over the years. Always check if a place is actually open before you plan to go. The ones that do operate are modest.
Montreal instead
If you really want a developed gay sauna experience, go to Montreal. It's 250 kilometers southwest. Montreal has one of North America's better gay sauna scenes. Quebec City's isn't in that league.
