⚖️ Azerbaijan decriminalised same-sex relations in 2000 and set an equal age of consent, and that is the extent of its legal protection. There is no partnership or marriage recognition, no adoption for same-sex couples, no anti-discrimination law that names sexual orientation or gender identity, and no legal gender change. ILGA-Europe has ranked the country last in Europe every year since 2015. Enforcement is the real problem. In September 2017 police in Baku carried out mass arrests of gay and bisexual men and transgender women, with beatings, forced medical examinations and blackmail; the European Court of Human Rights ruled against Azerbaijan over those raids in 2019. Smaller round-ups and app-based entrapment are reported regularly. There is no visible scene: no gay bars, no Pride, and the few activists work quietly or from abroad. Visitors face little risk if discreet, but public affection and dating apps are genuinely dangerous, and local partners carry far more risk than foreign tourists do.
