The old Turia riverbed is now a long sunken park through central Valencia, and the stretch around Pont del Real toward the Calatrava bridges is a known gay cruising area. It is a public park used by families, runners and dog walkers, so cruising happens in quieter corners, mostly after dark. There are no facilities or rules beyond the park's. Keep it discreet, respect other users, and avoid carrying valuables at night. Public sex can lead to fines in Spain, and lone night visits carry some risk of theft, so tell someone where you are.
