The Republic of the Congo — Congo-Brazzaville, not to be confused with the DRC across the river — never criminalized adult same-sex relations. Two caveats carry the real story: the law sets the same-sex age of consent at 21, and legality has bought little social peace — the Brazzaville organization Cœur Arc-en-ciel (founded 2016), which documents violence against the community, found that over half of LGBTQ respondents in the capital experienced discrimination or violence in a single year. No venues, no events, no public scene: private networks and one brave health-and-rights organization.
