There is no legal recognition of same-sex partnerships, civil unions, or marriages. The country added explicit anti-discrimination protections covering sexual orientation to its Labor Code in 2010 and to broader civil legislation thereafter, making it one of the few Western Balkans countries with any formal anti-discrimination framework. A National Action Plan on LGBTQ+ inclusion has been adopted as part of the EU accession process. Albania has been an EU candidate since 2014, and accession-driven reforms have been the primary engine of legal progress. Tirana has hosted Pride marches since 2012, and while early editions were small and sometimes disrupted, recent events have been larger and better protected. Public attitudes outside Tirana remain conservative, influenced by a strong traditional family culture across both Muslim and Christian communities.
