Yes — same-sex marriage is legal in Norway. See the Legal Status panel on this page for the specifics. Norway decriminalised sex between men in 1972 (women were never criminalised), passed one of the world's first anti-discrimination laws covering sexual orientation in 1981, registered partnerships in 1993, and opened marriage, joint adoption and IVF to same-sex couples in January 2009. Discrimination on grounds of gender identity and expression has been banned since 2013, hate speech law covers bisexual and transgender people since 2020, and legal gender change has worked by self-declaration since July 2016, with no diagnosis or treatment required. A conversion therapy ban took effect on 1 January 2024. The government formally apologised in 2022 for the old ban on sex between men. The June 2022 shooting outside the London Pub in Oslo, which killed two people on the eve of Pride, was prosecuted as terrorism and still shapes security at Pride events. Norway has been more cautious on youth gender medicine since 2023, and the end of the blood donation deferral for men who have sex with men was postponed in 2024. Oslo Pride in late June is the national event; the capital's scene is small but open, and Bergen, Trondheim and Tromsø run their own Pride weeks. Everyday acceptance is high and visible couples are unremarkable anywhere in the country.
