The Cultuur en Ontspanningscentrum ("Culture and Recreation Centre"), universally known as COC, was founded in Amsterdam on 7 December 1946 as a private membership organisation for homosexual men and women, at a moment when Dutch law tolerated homosexuality but Dutch society did not. It is the oldest continuously operating LGBTQ+ organisation in the world — three years older than the Mattachine Society, twelve years older than the Dutch government's decriminalisation of homosexual acts between consenting adults. COC's early decades were built around private social clubs and members-only bars — necessary infrastructure in a country where "public indecency" prosecutions remained possible into the 1970s. From the 1980s COC pivoted to public advocacy: it drafted the amendments that led to Netherlands's 2001 legalisation of same-sex marriage (the world's first), and it drove the campaign that made trans self-identification legal in 2014. The organisation now operates as a federation of local COC branches across the Netherlands, plus international advocacy programmes in Central and Eastern Europe, sub-Saharan Africa, and South Asia. The Amsterdam headquarters at Nieuwe Herengracht 15A is a canal-house townhouse, three floors, offices and meeting rooms; the ground floor hosts periodic public events and a small library. Open weekdays roughly 09:00-17:00; visitors welcome for a walk-through of the ground-floor exhibits (a rotating display on Dutch queer history) but not for a full building tour. Waterlooplein metro is 400 metres. The building is 200 metres east of the Homomonument along the canal — a natural continuation of the Westermarkt heritage walk.
