Rome's cruising scene has indoor spots, outdoor parks, and the late-night bars in Testaccio. The saunas are the most reliable and comfortable indoor options. But outdoor cruising has a long history here, and two areas are particularly well known for it.
Villa Borghese
Villa Borghese, the big park north of Piazza del Popolo, has been a cruising spot for decades. Activity happens in the wooded, less-used parts of the park, especially in the evenings. The park is huge. Most of it is just a regular public space, used by joggers and families during the day. The cruising is in specific areas, it's not the whole park's vibe.
Standard precautions apply. Know your surroundings. Police do pass through sometimes. Use your judgment about when and where to go.
EUR district
EUR is the planned district in south Rome, built under Mussolini. It's known for outdoor cruising, especially around its lake and the quieter green spaces. It's further from the city center than Villa Borghese. You'll need a metro or taxi to get there. Fewer tourists come here, so it feels more local.
Indoor venues
The saunas handle indoor cruising dependably. They're easy to get to, cheap for Europe, and don't have the weather or police issues of outdoor spots. For most visitors, the saunas are the practical choice.
The Testaccio late-night bar scene also works as a social meeting point, which can turn into cruising for some. It's more social than explicit—the line gets blurry in a busy 3am crowd.

Outdoor spots have their own risks. The usual advice: know who's around, trust your gut, and don't leave valuables visible. Indoor venues have their own rules of conduct. Respect them—staff will tell you if something's not okay.
