Taiwan Rainbow Civil Action Association strictly demands that the city government immediately initiate an investigation with independence and external oversight mechanisms

About the event

【Taiwan Rainbow Civil Action Association Statement】 The Pride Parade is not an indulgence, Mayor Chiang should not use double standards.
Participating in the Pride Parade cannot whitewash the peace, #Mayor Chiang should still be held responsible for the improper law enforcement of the Wanhua Precinct.

Mayor Chiang responded to media inquiries on October 7th that he would participate in this year's Taiwan Pride Parade. However, the core of this incident is not merely individual police misconduct; it is that discrimination and inappropriate language were confirmed during the search process, and other law enforcement measures involved serious concerns regarding violations of legal procedures, exceeding the principle of proportionality, and infringing on the rights of the public at the scene. The city government cannot downplay the severity of illegal and excessive law enforcement by merely conducting gender equality courses, strengthening advocacy, or individual punishments; Mayor Chiang cannot divert attention by saying he 'will participate in the Pride Parade.'

Taiwan Rainbow Civil Action Association strictly demands that the city government immediately initiate an investigation with independence and external oversight mechanisms to clarify whether the police acted illegally or exceeded the principle of proportionality in this incident, and why relevant supervisors and oversight mechanisms failed to stop it in time. The city government should make the investigation procedures, results, and a complete project review report public; punish those found to have committed misconduct according to the law, hold relevant supervisors accountable, and issue a formal apology to the victims. The project review report should at least explain:

1. The planning, on-site chain of command, and actual scope of the search in this case.
2. The presentation of the search warrant, notification of rights, and the situation of the public at the scene obtaining law enforcement information.
3. The legal basis, necessity, and proportionality of restricting the movement of the public at the scene, using mobile phones, body searches, questioning, and taking them to the police station for statements.
4. The confirmed discrimination, humiliation, or other inappropriate language in this case, and the reasons for their occurrence.
5. The reasons why on-site supervisors and oversight mechanisms failed to prevent the relevant behaviors in time.
6. The assessment, punishment, and determination of supervisory responsibility for the personnel involved in this case.

The city government's subsequent review cannot stop at education and training or individual punishments; it should further explain the systemic problems reflected in this case and how it will prevent the police from acting illegally or excessively again through law enforcement regulations, duty management, supervision, assessment, and complaint accountability mechanisms.

Please publicly respond to the above demands by October 19th. (For the full statement, see the image card)
