California is often viewed as one of the progressive states in the United States when it comes to supporting the rights of lesbian, gay, bisexual and transgender (lgbtq+) individuals. These rights have gained attention since the 1970s. The state legalized sex sexual activity back in 1976 and implemented discrimination protections for sexual orientation and gender identity in 2003. Notably transgender individuals can change their gender on official documents without needing medical procedures and mental health professionals are banned from practicing conversion therapy on minors.

In a groundbreaking move California legalized partnerships for same sex couples in 1999. Although same sex marriage was briefly legalized in 2008 before being banned by voters that year this ban became unenforceable after the U.S. Supreme Courts decision on June 26 2013. Consequently same sex marriages resumed from June 28 onwards. Since 2003 same sex adoption has been legal across California allowing both stepchild adoption and joint adoption by same sex couples.

Furthermore in a development in 2014 California became the first state to officially prohibit the use of gay panic and transgender panic defenses, in murder trials.
In addition to education public schools must cover the history of the lgbtq+ community and transgender students have the freedom to select the restroom or sports team that aligns with their gender identity. The strongest backing for lgbtq+ rights is evident in urban areas like Los Angeles, San Diego and San Francisco along with several cities along the Pacific coast. According to a 2017 study, by the Public Religion Research Institute 66% of Californians favored same sex marriage.
